# Minimal fixture policy

This directory reserves the contract for deterministic, locally generated RPKI
fixtures. It must not contain live repository archives, private trust anchors,
private keys, customer data, or source-repository bytes.

Public compatibility evidence requires the smallest suitable snapshot and
delta fixture together with its generator, hashes, license, and redistribution
status in fixtures/manifest.toml. Repository fixtures used only by native tests
are supplied explicitly; the runtime image ships only the declared TAL and TA
files.
